The Complex of Community Services of West Paphos (Emba – Lemba – Chloraka) informs the residents of these areas about the announcement of a New Housing Plan for Moderately Paid Persons by the Cyprus Land Development Organization.
According to a relevant announcement, the plan aims to support individuals and families who find it difficult to secure housing through the free market. The KOAG plans the development of residential projects, taking into account the availability of suitable state land and, above all, the interest that will be recorded through the applications. As reported by the Services Complex of Communities of West Paphos (Emba – Lemba – Chloraka) in the Communities of Embas, Lemba and Chloraka there is available state land for this purpose, and the final decision for the implementation of a project in each area will be taken by the COAG based on the number of applications that will be submitted.
Interested parties must meet the following basic criteria, such as being Cypriots or EU citizens with permanent residence in Cyprus for 5 years, not having a suitable residence for the last 5 years and family income should not exceed the following limits, such as

Solitary €30,000
Couple / Single Parent €50.000
Family of 3 €55,000
Family of 4 people €60.000
Family of 5+ people €70,000
Regarding the existence of financial resources, the announcement adds the possibility of paying a 20% advance payment and securing financing for the remaining amount.
It is also noted that applications will be submitted in a sealed envelope from 20 to 30 August 2025 at the offices of the three Community Councils.
Finally, it is noted that all applications will be examined by the Cyprus Land Development Organization (COAG), which will decide on the final selection of areas and beneficiaries.
