DHEKELIA GENERATORS - EXPENSIVE, BUT NOW MORE EXPENSIVE!

Filenews 5 June 2025 - by Chrysanthos Manoli

The information officially given yesterday that the maximum prices offered by the Greek companies TERNA and AVAX for the new generators requested by EAC for the Dhekelia station are more expensive in the second call addressed to them, compared to the first call, caused concern in government and EAC circles.

Yesterday, the General Accounting Office made public that TERNA's offer amounts to 198 million euros. AVAX's offer at €149.8 million. In the first call (tender), TERNA had asked for €107 million for the same generators, while AVAX had asked for €137 million. Again for Siemens gas turbines. TERNA had initially offered General Electric gas turbines, for €148 million.

The bids during the first tender process were considered very high, as EAC expected prices of around €70 to €80 million.

Although yesterday's disclosure of the prices unsealed by EAC causes concern and disappointment, those familiar with the procedures recommend patience, until the evaluation of the proposals by the EAC Evaluation Committee.

This is because the companies did not submit an -inflexible- offer. They submitted some proposals with flexible possibilities for the utilization of generators by EAC and at a corresponding cost. The €198 million of TERNA and the alternative of almost €150 million. The maximum prices of the most expensive options offered by the two companies are, we were told. In the meantime, other proposals and scenarios of options have been submitted, combined with different uses of the generators, different power, options of uninterrupted or interrupted production, with corresponding fluctuations in the final price.

However, the information of the Liberal states that the new offers - regardless of categorization and usage scenarios - are indeed more expensive than the previous ones, although there is no official information. We were also told that the generators that had been offered to EAC during the first tender process were released after the rejection of the bids by EAC and may have been sold elsewhere and now the new offers concern new generators with a new, higher, price, due to their high demand internationally, but also due to the obvious pressure that EAC has to rapidly boost production in Dhekelia. Something that companies know very well.
