The Traffic Department of the Police Headquarters has prepared a plan to reduce road collisions, especially fatal and serious injuries, which includes a series of radical actions focusing on the driver and his behaviour on the roads. "F" reveals the 2025-2030 Traffic Police plan prepared by the new director of the police, B' Harris Evripidou, which provides for average speed checks on sections of highways, the use of cameras on conventional vehicles or motorcycles, the strict enforcement of legislation especially for offenses that cause deaths and even the use of artificial intelligence to control drivers. It is also proposed to change the legislation to allow the detention of vehicles and alcohol testing before driving.
As recorded in the Traffic Police Plan, from 1960, when statistics are kept, 6020 lives have been lost on the asphalt, numbers that are equivalent to the entire population of the Municipality of Agios Dometios. The ultimate goal of the Traffic Police Plan, as mentioned, is to implement the appropriate actions through road policing in order to create a safe road network in our country, both in terms of road safety and in terms of criminal actions.
From 1960, when there are recorded statistics, until 2024, 6,020 people lost their lives in road traffic collisions. In 2024, 45 people lost their lives, while this year 12 lives were lost on the asphalt. The Police, following the policy of the Road Safety Council, has adopted the EU target of reducing deaths resulting from road collisions to 50%. That is, from 48 people who lost their lives in 2020, to be reduced to 24 by 2030 and at the same time injuries to be reduced from 673 to 337.
In order to achieve the above goals, it is stated in the Traffic Plan that the Police should act at many levels and in an organized manner, as follows:
• To use modern technology to the greatest extent in the enforcement of the Legislation.
• To place a great deal of emphasis on law enforcement and especially on violations that contribute to causing fatal and serious road collisions.
• Zero tolerance to the main causes of fatal and serious road collisions.
• To increase the presence of the police in the road network by intensifying the interaction with road users.
• To further strengthen cooperation with the various partners, governmental and non-governmental and to seek the participation of others who are relevant to the issue and can contribute to the achievement of the goal.
• To place special emphasis on improving the road behavior of the public through information and awareness.
• Adopt/improve legislation related to the increase in penalties, penalty points, vehicle detention and other drastic measures.
• To make better use of research, studies, statistical data, information in order to draw more correct and reliable conclusions and thus adopt more targeted actions.
• To further modernize the process of investigating and representing traffic collisions for all categories of collisions.
• To develop the professional level of the members of the Traffic Police.
Modern Technology
It has been established that the use of modern technology can contribute to the reduction of road collisions. We already have in our hands the ANPR system, which significantly helps targeted and more effective controls and at the same time the prevention of crime. Its further utilization and upgrade will contribute more to our goals. The ANPR "reads" the license plates of the vehicles and gives the police officer the ability to determine whether the driver or the vehicle is involved in traffic violations or a crime.
The installation of the fixed cameras of the photolabeling system has been completed and the more targeted use of mobile cameras will be pursued. Average speed control will also be promoted on large sections of motorways. In addition, the use of cameras on conventional and non-conventional vehicles, and even cameras on motorcycles, will be pursued. Also, ways to use artificial intelligence will be studied, both as a tool in the activities of our members and in the policing of drivers.

Enforcement
Strict enforcement of the law, especially for offences that have been proven to contribute to the cause of fatal and serious road collisions should be non-negotiable. These violations are exceeding the speed limit, driving under the influence of alcohol, driving under the influence of drugs, distraction (use of a mobile phone, etc.), not wearing a seat belt and not wearing a protective helmet. There should be zero tolerance for all of the above violations. Effective and modern tactics and methods will be used to detect the above violations, such as the use of conventional vehicles (cars/motorcycles/trucks), cameras, etc. Also, technology (ANPR) will be used to identify repeat offenders (alcohol/drugs). Policing and law enforcement will take place after utilizing and evaluating all information and data, both from the ANPR system, as well as the tools available at the Office of Statistics and Mapping of the Department of Informatics.
Presence of the Police in black spots of the road network
The presence of the Police on the roads is one of the most important measures for the prevention of traffic collisions, especially in the control of the behaviour of road users. For the best possible results, the data resulting from the studies prepared by the Office of Statistics and Mapping for the Black Spots of traffic collisions, the mapping of all road collisions caused throughout Cyprus and carried out by the same office and the information collected by the ANPR system should be fully utilized. Based on the above data, control points/areas will be determined in which organized and large-scale controls will be carried out. In addition to the points that should be chosen for the police presence, an important element is the time when the checks should be carried out.

Cooperation with various bodies
The contribution of governmental and non-governmental bodies, companies, etc. to the improvement of the level of road safety in our country is a very important action. The contribution of these bodies can be multi-level and can help to improve the road network, the vehicle and, of course, human behaviour. State services and local authorities can contribute to the implementation of traffic reduction measures on the road network, private bodies, companies, etc. can contribute to the improvement of their vehicle fleet as well as to the training of their drivers, insurance companies can adopt measures to control the behaviour of drivers, especially repeat offenders or vulnerable users (drivers of mechanical two-wheelers), etc. We contribute significantly to the improvement of driving behaviour by carrying out trainings, trainings and participation in various relevant programmes and initiatives. All of the above, as well as the active involvement of the above, will be pursued to the maximum possible extent.
Improving Human Behaviour
Scientific research and evidence will be used to improve human behaviour. Targeted campaigns and actions will be carried out through a unified communication policy for better and long-term results. There will be cooperation with partners to promote communication policy through modern social media. An effort will be made to designate an entity to coordinate the actions, which should be recorded in a plan that will be followed by all agencies. The knowledge and expertise of the country's universities will be sought and utilized.

Adoption of new legislation
There will be a study and recording of all the legislation that needs to be either adopted or amended and which can contribute to improving the level of road safety in our country. These laws will cover the enforcement of penalty points, the detention of vehicles, the increase in penalties, the revocation of the driver's license, the enforcement of the law on visitors, new drivers, the use of alcohol control devices (alcolocks) and repeat offenders.
Investigation and Representation of Traffic Collisions
Modern methods and tools will be adopted in the investigation and representation of road collisions in all categories of collisions, damages, injuries and fatalities.
According to the Traffic Police Plan that has already been submitted to the leadership of the Police and has been approved, in order for the actions of the Police related to Road Safety and Road Policing to be successfully implemented, the Police personnel should receive the appropriate training and receive continuous training, both in the field of knowledge of the legislation, regulations, orders, etc., as well as in the handling of road users. We will also make sure that staff are provided with all the necessary tools to carry out their duties effectively.

Vision for a 50% reduction in deaths
As mentioned, the "Vision" of the Traffic Department is intertwined with the broader meaning of the term "Road Safety" that must exist in a modern and European State such as our country. Therefore, this should have a specific purpose and cannot be other than the improvement of the level of Road Safety and everything else that this entails and is defined as follows:
"Improving the level of road safety in our country and reducing deaths and injuries resulting from road collisions by 50% by 2030 (2021-2030)."
The mission of the Traffic Department of the Police Headquarters moves at various levels and includes the following areas:
• Traffic management
• Implementation of traffic laws and regulations
• Implementation of road policing
• Prevention of traffic collisions
• Informing and raising public awareness on road safety issues
• Maintaining law, order and safety on the road network
• Providing roadside assistance to the public.

Six of the 12 dead this year were on two-wheelers
The number of victims of road accidents reached 12 in the first four months, the same as in 2024. The shocking fact is that half of them were two-wheeler drivers. The price we pay for pedestrians is heavy, since three out of 12, i.e. one in four, are pedestrians.
According to the Police, the violation of basic rules of the Road Traffic Code is the main cause of loss of human lives on the roads. According to the data, from the beginning of the year until April 30, 12 of our fellow citizens lost their lives in an equal number of fatal road collisions, with the main cause being careless driving and distraction.
Of the twelve of our fellow human beings who lost their lives, four were motorcycle drivers, one motorcycle driver and one bicycle driver, three were car drivers and three others were pedestrians. Two of the three drivers who died were not wearing a seat belt and might have been alive today if they had made the move and tied it up before setting off on their journey.
The Police strongly appeals to all drivers and road users to show due attention and responsibility to the road traffic rules. At the same time, efforts to prevent road collisions and pollute the road network continue intensively. Every loss of human life on the streets leaves unfulfilled dreams and plunges families into mourning who mourn the loss of their loved ones, the Police emphasizes.
