E-SCOOTERS, LEGISLATION AND FINES

The authorities are attempting to put an end to the uproar with electric scooters on the streets and the dangers of mourning victims. To this end, they proceed to a data study with a view to taking additional measures.

The issue was discussed at the Road Safety Council, while at the same time a proposal was made to increase the number of extrajudicial offenders for four specific offenses, with the simultaneous setting, in seven urban zones, of the limit of 30 kilometers.

Regarding the so-called e-scooters, the Minister of Transport said that a relevant plan has been drawn up, through which, as he said, possible scenarios for measures that will upgrade road safety are proposed.

In statements to Filenews, citizens said that additional measures should be implemented for the safety of both those who use electric scooters and car drivers. The legislation on the use of a helmet while riding electric scooters should also be complied with.

On this issue, according to information from "F", the Department of Public Works will prepare and submit its own recommendations to the Road Safety Council, while the Ministry of Transport's plans for 2025 include the operation of a training school for offenders.

But what applies in Cyprus and what are the fines for offenders?

• Age limit: the minimum age for scooter riders is 14 years old.

• Maximum speeds: the maximum predicted speed that scooter riders can develop is 20 km. per hour on cycle lanes and roads where the maximum speed limit is 30 km. per hour. In squares and pedestrian streets, the maximum speed has been set at 10 km. per hour.

• Equipment/specifications: riders must always wear a properly strapped helmet and the scooter must have a brake system, a white or yellow light lamp at the front, a red light lamp at the rear, a bell or siren, and tyres in good condition.

• €50 fine: those who use electric scooters without the headlights working or move outside their designated lane or park, place or abandon scooters in a bicycle lane, on the pavement or road surface, will be fined €50.

• Fine €85:
– If the scooter rider is under 14 years old.
– If the driver develops a speed above the prescribed limit.
– If the driver is not wearing a helmet.
– If the driver does not comply with the signs and traffic lights.

• An out-of-court fee of €85 will also be imposed on drivers of motor vehicles of any category, type or size who do not take protective measures against electric scooter drivers.

The movement of such devices may only take place on a road with a maximum speed limit of 30 km, on a bicycle lane, on a bicycle lane or on an extension of a bicycle lane bearing a special signal. The use of electric scooters is prohibited on motorways, expressways, squares or pedestrian streets (unless otherwise specified by the municipality or community concerned).
