The Movement of Ecologists – Citizens’ Cooperation has formally submitted a proposal for the creation of an independent pet management authority.
The proposal comes amid concerns that the current “animal police” system has failed to meet expectations, whilst local authorities struggle to effectively implement existing legislation.
The party said these shortcomings have led to inadequate management of stray animals, dangerous dogs, and pet owner responsibilities.
The proposal outlines several key components, including transforming the current animal police into an independent body with its own budget, structure, equipment and animal welfare-focused staff.
The new authority would have police powers similar to those held by the Game and Fauna Service, and would be overseen by a council comprising representatives from veterinary services, local authorities and animal welfare organisations.
Funding would come from dog licensing fees, out-of-court settlements, donations and government grants.
Environment Commissioner Theodosiou has committed to reviewing the proposal as part of her recently expanded responsibilities over animal welfare matters, the party said in its statement.
