THE 'DIGITAL CITIZEN' IS BEING IMPLEMENTED FROM TODAY - WITH WHICH DOCUMENTS DOES IT DEBUT?

The "Digital Citizen" is being implemented as of today. As the President of the Republic Nikos Christodoulides states in his post, the application is a fact as of today, "inaugurating a new era of digital service for citizens and businesses".

According to the President, through the application, every citizen can now issue and store official documents in digital form, for any legal use in the country.

The app is available on Google Play and App Store. 

Citizens have the possibility, in the first instance, to obtain a digital identity card, driving licence and vehicle fitness certificate. Thus, as President mentions, procedures become easier, as the possession of paper documents is no longer required.

"Digital Citizen" is the official mobile application of the Government of Cyprus, through which citizens will be able to create and maintain in digital form official documents, fully equivalent to paper documents, for any legal use within the Republic of Cyprus. Please note that digital documents created through the application are not international travel documents.

Initially, the application supports the creation of digital copies of the Identity Card, the Driving License and the Vehicle Suitability Certificate (MOT). The creation of digital copies is allowed only if the citizen legally and validly holds the corresponding printed certificate.

The citizen will now be able to show the digital copy of his document to public services such as the Citizen Service Center (KEP) – Citizen Center (KEP), while this tool is also available for immediate use by the private sector. The Deputy Ministry of Research, Innovation and Digital Policy urges all stakeholders to immediately incorporate the acceptance of the digital format of documents into their procedures. A relevant announcement will follow that will set a specific adaptation period for all operators, before the acceptance of the digital documents of the "Digital Citizen" application becomes mandatory.

A prerequisite for using the application is that the citizen has an activated and identified CY Login profile, which is the common mechanism of access to state systems and services. The application also requires that in the citizen's CY Login profile, the "Two-Factor Authentication" function is activated. It is important that the authenticity of digital documents issued through the application can be verified with absolute security. The documents are checked by scanning a QR code contained in each digital document. The controlling officer, using the relevant function for "Document Control" and after user approval, can verify its authenticity through the application.

For the purpose of informing users, a specialized website has been created www.digital-citizen.gov.cy with all relevant information about the application, as well as frequently asked questions and answers. The website also operates a Technical Support service, through which citizens can submit relevant requests regarding the use of the application, as well as the creation and management of each document.
