The way has been paved for the purchase by the Fire Brigade of seven vehicles worth €356,490 each and with a capacity of approximately five tons of water each, in order to be thrown into battle to extinguish fires, when necessary.
The field for the fire brigade is now clear, following the decision of the Reviewing Authority to reject an appeal against the Agency's decision to award the offer to Encorp Ltd, which led another bidder to seek annulment of the decision.
The tender concerned "the supply and maintenance of seven 4x4 pump/tanker trucks with a capacity of 5,000 liters of water") to Encorp Ltd for a total amount of €2,097,000 plus VAT, which brings the amount to €2,495,430.
The award criterion of the Tender was the most economically advantageous tender, based on price, and the estimated value amounted to €2,191,000.
In total, three tenders were submitted by respective economic operators, one of which was excluded during the technical and professional competence test because its tender did not meet the technical and professional specifications of the Tender. The remaining two were also assessed in terms of the economic aspect of the offer. While those of the other two bidders proceeded to check the financial offers.
After nine meetings of the Evaluation Committee, it prepared its Report dated 17.07.2024 recommending the award of the contract to the economic operator ENCORP LTD.
At the meeting date. 08.08.2024, the Tender Council, after studying the Evaluation Report and consultation, unanimously decided to award the Tender to the Successful Bidder (Encorp Ltd).
This decision of the Contracting Authority date. 08.08.2024 was notified to the Applicants by letter dated 26.08.2024, resulting in the second bidder filing an appeal against the decision on 10.09.2024.
The appeal was directed against the rejection of his tender as well as against the award of the Tender to the successful tenderer, citing various grounds for annulment.
It is noted that in September 2023, the Fire Service had received another nine 4×4 vehicles, which are used to extinguish agricultural and forest fires and, of course, where necessary, will also be used for fires within the urban fabric.
As Chief Marshal Nikos Longinos had mentioned at the time, by 2026 there is a plan to receive 21 fire trucks as well as firefighting and rescue vehicles.
It is also noted that the Fire Brigade receives on average a total of 13,000 calls annually, of which about 8,500 concern fires while 4,500 concern calls for humanitarian aid services.
Of the calls received, approximately 5,000 concern fires in the countryside and 3,500 thousand fires in urban areas.
