FINES FOR POLLUTING VEHICLES ON LOW-EMISSION ROADS - OUT OF COURT

The extrajudicial charges imposed on drivers who use their vehicles in low-emission areas are recorded in a bill that has been submitted to Parliament, with the addition of additional violations of the law.

The offences concern "violations of the provisions of the Determination of Special Measures for the Reduction of Air Pollutants and Greenhouse Gases from Road Transport Law of 2023 (Law 117(I)/2023)".

The purpose of the Bill is to amend the Extrajudicial Regulation Law, by adding extrajudicial regulations in relation to offences committed under the Determination of Special Measures for the Reduction of Air Pollutants and Greenhouse Gases from Road Transport Law of 2023 (Law 117 (I)/2023).

The extrajudicial procedures provided for and which are related to the offence committed are the following:

– Illegal entry into a designated area or low-emission road, a fine of €50

– Illegal entry into a designated zero-emission area or roadway, a fine of €75

– Illegal trafficking of vehicles of defined categories, powered by conventional fuels and not complying with the specifications of anti-pollution technology and/or carbon dioxide emission limits in specific areas or roads or on specific days and hours, a fine of €100

– Illegal trafficking of specified categories in specific areas or roads or on specific days and hours, a fine of €100

– Illegal trafficking on a designated section or lane of road, a fine of €75

– Use of a non-zero emission vehicle or a non-clean vehicle for a specified transport activity, a fine of €75

– Use of a vehicle in a designated area without paying the specified charge, a fine of €100

– Use of vehicle in violation of special traffic regulations, fine €50

– Use of a non-beneficiary vehicle on a designated road, a fine of €75

– Parking of a vehicle of an unspecified category in a specific area or road and/or on a specific day, a fine of €75

In a text accompanying the bill, it is stated that its aim is to define specific measures to reduce Air Pollutants and Greenhouse Gases from Road Transport. It lays down specific measures that may be taken, such as the designation of low- or zero-emission areas or roads, the prohibition of the movement of vehicles of specified categories, in specific areas or roads or on specific days and times, the prohibition of the movement of vehicles of specified categories, on road sections or lanes and others.
