Public doctors receive three and four times their salary in overtime and allowances, regardless of their productivity.
Assistant clinic director with an annual salary (from the state) of €76.379, received in 2022 additional allowances and overtime of €230.099. That is, his total earnings for the year were €307,378.
In another case, a clinic director with an annual salary of €91,566 received overtime and allowances of €205,932, with the phenomenon, as found by a report by the Audit Office, to be found in low salary scales.
- A first-class medical officer with an annual salary of €68.156 received in 2022, overtime and allowances of €170.064 (total €238.220)
- Medical officer with an annual income of €53.746, received overtime and allowances of €125.565 (total €179.312)
- Medical officer with an annual income of €59,173, received overtime and allowances of €196,190.
The overtime and allowances of public doctors also include the financial incentives that doctors receive from the State Health Services Organization for the services they offer within the framework of the GHS.
In its report, the Audit Office, analyzing the data, recommends to the SHSO "that the system of granting on-call and incentive allowances should be re-evaluated at regular intervals, depending on the income of the Organization and its viability. Allowances and incentives should be linked to productivity after considering the respective practices followed for doctors in the private sector who are contracted with the GHS."
