The objectives of the Energy Service, Ministry of Energy, Commerce and Industry, for the next seven years
In the context of the submission and discussion of its budget for 2024, the Energy Service, of the competent ministry, recently informed the Parliament that, according to its Strategic Plan, it has set as key objectives:
1. The creation of a sustainable and competitive energy market.
2. The optimization of the energy efficiency of the economy and the utilization of domestic Renewable Energy Sources (RES) to achieve the goals set in the framework of the National Energy and Climate Plan for a green and climate-neutral society and economy.
The individual activities set out in the draft National Energy and Climate Plan to achieve the national energy efficiency and RES targets aim, mainly, at achieving the 2030 climate targets.
Here are the main objectives, as set out by the Energy Agency to Parliament's Committee on Finance:
New 2030 energy savings targets
- Mandatory target: Cumulative end-use energy savings of 348 ktoe over the period 2021-2030 (19.3% obligation to be achieved through energy efficiency measures for energy poor consumers).
- Indicative contributions to the European Union targets: Primary energy consumption (PEC) in 2030 up to 2.03 Mtoe and final energy consumption (FEC) in 2030 up to 1.8 Mtoe.
- Annual energy renovation of buildings at 3% of the total area in public bodies (public and wider public sector).
- Annual reduction of final energy consumption of 1.9% in public bodies (public and wider public sector) – Indicative that becomes mandatory in 2028.
New targets for RES development 2030
- National contribution to the European Union's mandatory target of at least 42.5% RES in EU gross final consumption by 2030.
- Indicative target for an additional 2.5% increase in the share of RES at EU level, to achieve an overall share of RES of 45% at EU level in 2030.
- Possible national contribution to the EU target: 31-34% RES in 2030.
RES targets in transport:
The amount of renewable fuels and electricity from RES supplied to the transport sector leads:
– a share of renewables in transport of at least 29% in 2030, or
– a reduction in greenhouse gas intensity of at least 14.5% by 2030, compared to baseline 94g CO2/MJ.
Additional targets for the use of minimum percentages of advanced biofuels and biogas and renewable fuels of non-biological origin (green hydrogen) in the transport sector:
Mandatory target for an annual increase of 0.8% in the period 2021 to 2025 and 1.1% in the period 2026 to 2030 in the share of RES in heating-cooling.
- Indicative target for an annual increase of 1.6% in the rate of use of RES in industry.
- Contribution to the indicative EU-wide target for renewable energy use in buildings of at least 49% in 2030.
It is noted that the Ministry of Energy and Climate Policy proceeded, in cooperation with all co-competent ministries and its scientific collaborators, to the preparation of the draft revision of the National Energy and Climate Plan for 2030 (NECP), in the framework of the EU policy "Fit for 55" and RePowerEU.
The revision increases the ambition to reduce greenhouse gas emissions and, by extension, the need for further penetration of renewables and an increase in energy efficiency measures. Additional measures were included in the draft National Energy and Climate Plan, but they do not achieve the increased ambition in terms of the new targets. In 2024, with the submission of the final revised National Energy and Climate Plan in June 2024, all national targets and measures to achieve them will be finalized.
