STUDY BY NEAPOLIS FOR TALL BUILDINGS - and questionnaire link

The Town Planning Council, through the Ministry of Interior, commissioned the Department of Architecture and Environmental Sciences of Neapolis University Pafos following a relevant tender to prepare the study "Assessment and Evaluation of Impacts from the Construction of Tall Buildings in Cyprus and Submission of Proposals for the Preparation of a New Urban Framework for the Regulation of Tall Building Developments".

The study focuses both on assessing the impact of the construction of tall buildings in Cypriot cities and on defining basic parameters for the formulation of a specific spatial policy in relation to the future development of tall buildings in our cities. 

The study is expected to be organised in three parts:

The first part will focus on understanding the current situation and will include a review of permitting and construction procedures for tall buildings, mapping and spatial analysis of the location of tall buildings, as well as an analysis of the impact of tall buildings on the urban horizon, views, microclimate and shading, while in addition, conducting a number of interviews with users of areas where tall buildings were developed.

In the second part, the research will be expanded outside Cyprus, in order to record good practices of countries and cities abroad regarding view directions, aesthetic inspection of buildings, as well as urban planning control procedures of high-altitude developments.

The third part of the study will focus on the definition of parameters for the location of tall buildings in Cypriot cities and is expected to propose mechanisms and tools to assist the urban control of the relevant developments.

The study is expected to last five (5) months and is supervised by the Department of Town Planning and Housing, which actively supports the conduct of the study by providing urban planning data and information.

External members of the study group are Dr. Georgia GemenetzisAssistant Professor of Urban Planning-Planning at the Department of Spatial Planning, Urban Planning and Regional Development of the University of Thessaly, and Eugene Balassis, Architect and Urban Planner.
