The Ministry of Energy, Commerce and Industry (METI) announces that the Council of Ministers, during its meeting yesterday, approved the amendment of the existing "Plan for the Production of Electricity from Renewable Energy Sources for Own Consumption", which expires on March 31, 2023. The amended Scheme will enter into force on 1st April 2023.
The main changes made to the Plan per Category are the following:
Category A – Net-Metering
- Dimensioning based on the consumption of the serviced premises for photovoltaic (PV) systems below 4.16 kW is abolished.
- Any production surpluses will be carried over to the next billing period, for a total period of 36 months. In the last account of 36 months, any surpluses will be reduced to zero.
Category B – Net-Billing
- The dimensioning of the PV system based on the consumption of the premises served is abolished.
- Any production surpluses will be carried over to the next billing period, for a total period of 12 months. In the last account of 12 months, any surpluses will be reduced to zero.
Category C – Virtual Net-Metering
- Wine-making enterprises are introduced as a new category of beneficiaries.
- Increase of the installed capacity limit for farmers up to 100 kW (from 20 kW that was in the existing Scheme).
Creation of Category D – Virtual Net-Billing
- The total available power of the Class is 30 MW.
- The maximum power of each PV system that can be installed within the category is 150 kW per electricity bill and per beneficiary / enterprise.
- In the event that an energy storage system is installed, the maximum power of each PV system can be up to 500 kW.
Applications
Applications are submitted electronically or at the local Regional Offices of the Distribution System Operator (DSA – EAC). Interested parties can obtain applications in printed form from the DSO-EAC and in electronic form from the EAC website.
The receipt of applications for Categories A, B, D and E will end on December 20, 2023 or earlier, if the maximum available capacity of each category per year is reached or if the Minister of Energy, Commerce and Industry decides otherwise.
