REGISTRATION - PRIMARY AND KINDERGARTEN CHILDREN FOR SCHOOL YEAR 2023/4

The Ministry of Education, Sports and Youth (YPAN) informs parents / guardians that the registrations / transfers in Public Kindergartens and Primary Schools for the school year 2023-2024, will take place as in the last school year.

Specifically, for the smooth conduct of registrations / transfers, parents / guardians are kindly requested to follow the following:

1. REGISTRATION TIME

  • The registration of students for the school year 2023-2024 in Public Kindergartens and Primary Schools will take place from 16 to 18 January 2023.
  • There will be no new registration period, except for students who for good reason could not register during the above time period.
  • No school will approve additional classes than those resulting from January enrolment (16-18 January 2023). Therefore, those parents/guardians who do not register their children in January will be obliged to enrol them in the nearest school in their area, where there will be vacancies.
  • After January 18, 2023, all students who present themselves for new enrolment or transfer to schools, should contact the relevant District Education Office (E.G.P.). The G.S.A. will inform the affected schools about new registrations or transfers.
  • The Unified All-day Schools (E.O.S.) have compulsory attendance until 15:05 or until 16:00 (except Wednesdays where the hours of 7:45 to 13:05 apply, with the exception of the Primary School of Agios Antonios which has a five-day afternoon attendance). There is only one departure schedule for all students of each E.O.S. Parents / guardians who cannot meet the specific schedule, should request registration / transfer to another school, within the registration / transfer schedules (16-18 January 2023).

2. REGISTRATION PROCEDURE

2.1 Students who attend the current school year:

  • in grades A - E Primary School
  • in Compulsory Pre-primary Education (i.e. children with birth date 1/9/2017 - 31/12/2017)
  • in the Kindergarten of their educational district and have a date of birth 1/1/2018 - 31/12/2018.

For the above categories of students, the following registration/transfer procedure is followed:

  • January 16, 2023: Schools send parents/guardians, through the children, a form for a Registration Statement. Schools that operate with Cycle A and B, send, in addition, the PBA 11 form for the children of the third grade.
  • 17-18 January 2023: Parents/guardians fill out the form and send it, through their children, back to school. Children in grade C (in Cycle A and B schools) also submit a completed PDE11 form.
  • January 19, 2023: Schools check the forms they collected to see if all parents responded. Otherwise, a reminder is made that by January 20, 2023 at the latest, all forms will be returned to the school. At the same time, schools check the registration forms to see if there are parents/guardians who want to transfer their child. In these cases, the PBA 33 form is forwarded to the specific parents/guardians, through their children.
  • Until January 20, 2023: All Registration StatementsPBA 11 forms and PBA 33 transfer forms are returned to the school.

2.2 Students who will be enrolled for the first time in this Public Kindergarten or Primary School

For the above students, the following registration/transfer procedure is followed:

  • 16-18 January 2023: Parents/guardians place in a closed envelope, all the necessary forms/certificates/documents for the enrolment of their child in the school of their educational district and the application for transfer (if they wish to transfer). Then they throw the closed envelope into a special box that will be placed on the school grounds.
  • In the same area, there will also be the necessary forms for registration (PBA form 11) and for transfer (PBA form 33) for parents / guardians who do not have access to the internet.
  • The parents/guardians arrive at the specific place having completed, in advance, all the necessary forms just to throw the envelope in the box and leave.
  • 16-18 January 2023: The school studies all registration/transfer applications and communicates by phone with all parents/guardians:
    • to confirm the registration of the child,
    • to secure any information/data that has not been provided/provided and
    • to inform the parents/guardians that their application for transfer will be forwarded to the relevant E.G.P. and as soon as the school has any information it will inform them accordingly.
  • Until January 20, 2023: Any information / certificates that were not submitted with the application for registration / transfer are presented to the school.

2.3 Students who wish to attend the occupied Primary School of Kormakitis or the occupied Kindergarten of Kormakitis

The Ministry of Education and Religious Affairs intends to open a Primary School and Kindergarten in Kormakitis from the next school year 2023-2024, provided that there is interest and the required number of students are registered.

For this purpose, those who wish to have their children attend the Primary School or Kindergarten of Kormakitis should first fill in the necessary forms for the registration of their child in the school of their educational district or for enrollment in the school that their child is already attending, based on the aforementioned instructions.

Then, for children of compulsory age, they should fill in the PBA form 33 "Application for Transfer to a Primary School or Kindergarten (Compulsory Pre-primary Education and Pre-primary Class) of another area" and deliver it to the Primary School or Kindergarten of Agios Maronas, as appropriate, in the period 16-18 January 2023.

At the same time, an application for registration in the Kormakitis Kindergarten can also be submitted for children younger than 3 - 48/12 years old, ie for those children born from January 1, 2019 until August 31, 2020. The application is submitted in the form PBA 30 "Application for registration in Public / Public and Community Pre-primary School for children aged 3 - 48/12 years". The form is placed, along with the necessary documents/ certificates, in a closed envelope and thrown into the special box at the Agios Maronas Kindergarten.

3. RIGHT TO REGISTER

  • All children, of any nationality, residing in Cyprus, regardless of the legal or non-legal residence of their parents/guardians on the island, have the right to register.
  • Children born between 1 September 2018 and 31 December 2018 are accepted for enrolment in compulsory pre-primary education.
  • Children born between 1 September 2017 and 31 August 2018 are accepted for enrolment in the pre-primary class.
  • Children born between 1 September 2016 and 31 August 2017 are accepted for enrolment in grade A.
  • Applications for registration in Public Pre-primary Schools can also be submitted by children born between 1 January 2019 and 31 August 2020.

4. EDUCATIONAL REGIONS

  • All new students are enrolled in the Kindergarten or Primary School of their educational district, even if a parent / guardian intends to request a transfer.
  • Applications for transfer are submitted by the parents/guardians of the students to the school of their educational district, during the registration period.
  • In the case of students who have older siblings in a Primary School, who attend grades A ́-E ́, in the current school year, and are interested in enrolling (a) in the Kindergarten adjacent to the specific Primary School or (b) in the specific Primary School, the enrolment in case it is not their educational district, is done without requiring the transfer process.
  • For children of Compulsory Pre-primary Education, who have secured a transfer for the current school year, the re-transfer process is not required in order to enroll in the Pre-primary Class.

5. NECESSARY FORMS/CERTIFICATES/DOCUMENTS FOR REGISTRATION

The following documents must be submitted during the registration/transfer process:

  • PBA Form 11
  • Form Title: "Application for enrolment in Primary School or Kindergarten (Compulsory Pre-primary Education and Pre-primary Class)"
  • It is submitted by all parents/guardians who enroll their child in this school for the first time.
  • It can be obtained from the school or from the website of the Ministry of Education and Religious Affairs: http://www. moec. gov. cy/dde/entipa. html .
  • Birth Certificate/Passport
  • It is submitted by all parents/guardians who enroll their child in this school for the first time.
  • For students born in Cyprus, an official Birth Certificate is required.
  • For students born outside Cyprus, an official Birth Certificate is required from the Competent Authority of the country in which they were born. The Passport is accepted as an official certificate.
  • Photocopies of the above documents are accepted only if they have been certified by a competent officer.
  • Bills proving the street of residence
  • All parents/guardians who will enroll their child in this school for the first time, will have to provide two recent bills, garbage and electricity, proving that the street of residence of the student is the one declared and falls within the educational district of the school. It is noted that those who live in the Municipality of Aglantzia, due to the fact that they do not have a garbage bill, will have to provide in addition to the electricity bill and the real estate bill.
  • In cases where the student's residence is rented and it is not possible to present a garbage bill, it must be presented, in addition to the electricity bill and the rental document.
  • In cases where due to a recent move, there is no garbage bill, the building permit and a recent electricity bill must be presented.
  • It is noted that, with regard to parents / guardians who live in the same house as the grandparent or other relatives, and therefore do not have in their own name the two accounts required for certification of the address of residence, they must provide:

(a) accounts indicating the name of the relative with whom they reside, and

b) a solemn declaration stating the name of the relative with whom they live and from when they live with the person concerned.

The declaration must be signed both by the parents/guardians of the student and by the relative with whom they live. Finally, the signed declaration must be certified by the relevant Community Leader/Mayor/Certifying Officer.

  • Vaccination status
  • When enrolling a child in a Public Primary School for the first time (children of grade A and any other class coming from private schools or schools abroad), parents must provide a copy of the Vaccination Card or the relevant page of the Health Booklet, showing the vaccination status of the child and stating his name.
  • A copy of the Vaccination Card or the relevant page of the Health Booklet must be presented regardless of whether the vaccines have been administered or not, that is, the relevant Card / page must be presented even if only a license.
  • Although it is preferable to present the child's Vaccination Card, the presentation of a relevant certificate by the child's Pediatrician may also be accepted.
  • Certificate of Attendance
  • When enrolling students in grade A of Primary School, it is necessary to present a "Certificate of Attendance" in a Public / Community / Private Pre-primary School.
  • For this reason, the Directors of Public Pre-primary Schools should issue before the start of the January registrations, the relevant certificate (PBA form 29).
  • Parents/guardians of students attending Community or Private Kindergartens should obtain this certificate from the Management of the School their child attends.
  • In the event that it is found that a child is not attending an approved Kindergarten, he/she should:

(a) parents/guardians to immediately enroll their child in another Pre-primary School, which is approved by the Ministry of Education and Religious Affairs and

(b) the pupil must be temporarily enrolled in grade A, until the parents/guardians present a certificate of enrolment of their child in an approved Pre-primary School.

  • The lists of approved Community/Private Pre-primary Schools are posted on the website of the Ministry of Education and Religious Affairs:
  • It is noted that, at the beginning of attendance at grade A of Primary Schools, in September 2023, it will be necessary to present an official indicative attendance in the Pre-primary class from a Public / Community / approved Private Kindergarten.
  • PBA Form 33
  • Form Title: "Application for Transfer to a Primary School or Kindergarten (Compulsory Pre-primary Education and Pre-primary Class) of another Region"
  • This form is filled in only by parents / guardians who wish their child to enroll in a school other than that of their educational district.
  • No application for transfer is considered unless the child has been enrolled in the school of his/her educational district first.
  • It can be obtained from the school or from the website of the Ministry of Education and Religious Affairs: http://www. moec. gov. cy/dde/entipa. html .

6. TRANSFERS

7. TRANSFER APPLICATION EXAMINATION PERIOD

  • The examination of transfer applications will take place between 23 January and 3 February 2023.
  • There will be no other transfer review period.
  • For approved or non-approved transfers, the relevant G.S.A. will inform the affected schools by fax, by 10 February 2023 at the latest.
  • The schools in which the children were enrolled will inform the affected parents, in the period 13-17 February 2023, so that, within one week, they can take the documents from one school and register in the other school or make an objection if they wish.
  • No pending registrations/transfers should remain after24th February 2023.  
  1. REGISTRATION OF CHILDREN AGED 3-48/12 YEARS IN PUBLIC KINDERGARTEN DEPARTMENTS
  • Applications for registration in Public Pre-primary Schools can also be submitted by children under the age of 3 - 48/12 years old, i.e. children born between 1 January 2019 and 31 August 2020.
  • The submission of an application can be made in any kindergarten in the period 16-18 January 2023.
  • The application is submitted in the form PBA 30 "Application for registration in Public / Public and Community Pre-primary School for children aged 3 - 4 8/12 years". The form is placed, together with the necessary documents/certificates, in a closed envelope. Then, the parents / guardians throw the envelope in the special box that will be located, for this purpose, in a protected area of the school.
  • It is emphasized that in case the child is enrolled in a Kindergarten outside his educational district, this does not ensure the continuation of his attendance at the same school when it will be of mandatory pre-primary age (4 8/12 - 6 years old), nor does it give any priority over other children when considering his possible application for transfer. For this reason, parents/guardians are advised to apply to the Kindergarten of their educational district, so that the child can continue their education in the same school.
  • It is clarified that applications for transfer are not made by parents / guardians of children of this age.
  • It is noted that children of this age category who will not be able to secure a place in the kindergarten they applied for, reserve the right to claim a place in another kindergarten that has vacancies. In this case, the parents will have to attach to their new application the form "Not securing a place to attend a Public Pre-primary School", which will be sent to them by the kindergarten they originally applied for, so that their new application is considered timely.
  • The selection of children 3 - 4 8/12 years old for attendance at Public Pre-primary Schools is made on the basis of approved criteria and depending on the age category in which each child falls: B ́ category: 4 - 4 8/12 years old (1 January 2019 - 31 August 2019) and C ́ category: 3 - 4 years old (1 September 2019 - 31August 2020).
  • The PBA 30 form can be obtained from the school or from the website of the Ministry of Education and Religious Affairs: http://www.moec.gov.cy/dde/entipa.html.
