CERA REACH AGREEMENT WITH EAC RE SALE OF ELECTRICITY FROM RES SYSTEMS

Filenews 25 June 2022 - by Chrysanthos Manolis

With a decision published yesterday in the Official Gazette of the Republic, CERA finalized the initial draft regulatory decision (issued at the beginning of May), so that res systems (photovoltaics) that sell electricity to EAC on the basis of the government plan of 2017 (about 69 megawatts in total) now sell the energy they produce at 11 cents per kilowatt hour (at low voltage), instead of the 19-20 cents they sold to EAC until today, although their production costs are well below 10 cents per kilowatt hour.

The finalization of the decision was preceded by a public consultation, in which participated, among others, EAC Supply, the Cyprus Consumers Association, professional associations in the field of RES and the competitive electricity market (who were in favour of the decision) but also private professionals in the sector, who almost in their entirety disagreed.

According to yesterday's publication in the Official Gazette, CERA decided:

1. The determination of the Maximum Purchase Price from RES only for RES projects that are included in the "Plan for the production of electricity from Renewable Energy Sources with the final result of the inclusion of the projects in the Competitive Electricity Market - October 2017", in the average purchase price from RES of the decade 2013-2022, ie Low Voltage at 11 €s / kWh, Medium Voltage at 10,5€s/kWh and High Voltage at 10€s/kWh.

2. The Maximum Purchase Price from RES to be placed on a temporary basis and cease to be valid:

(a) By a relevant Decision of CERA, following the end of the extraordinary situation in the electricity market prevailing on the basis of the European Council Conclusions Document (24 and 25 March 2022) - Conclusions", or

(b) for those parties who terminate the contract with the EAC-Supply and are included in the Transitional Regulation of the Electricity Market, as provided for in the above Plan of the Republic of Cyprus, or

(c) for those parties who terminate the contract with the EAC-Supply and join the Competitive Electricity Market with the entry into force of the revised Electricity Market Rules.
