Gradually there will be a change in the way personal doctors of the GHS are paid and the percentages on the basis of which they will be paid will change in the coming months, until they reach at some point the ratio of 70% (per capita) and 30% on the basis of criteria and qualitative indicators.
Although the consultation between the Health Insurance Organisation and the scientific societies, representing personal doctors for adults and paediatricians, is still ongoing, some of the qualitative and performance indicators that will be used to calculate the remuneration of doctors have probably been agreed.
As reported by "F", for personal doctors for adults, the quality criteria have included:
⦁ Home care of patients.
⦁ On-call services.
Performance indicators currently include:
⦁ Issuance of referrals to specialists.
⦁ Issuance of referrals for diagnostic (imaging) tests.
⦁ Issuance of referrals for laboratory tests.
For paediatricians, the quality criteria are currently defined as:
⦁ Home care of patients.
⦁ The evacuation of patients by ambulance.
⦁ The presence in childbirth.
⦁ On-call services.
Performance indicators have not yet been defined at this stage, as the dialogue is still ongoing.
According to the calculations so far, the percentages on the basis of which the remuneration of doctors will be calculated will be limited in the first instance to around 10% - 90%, that is, 10% on the basis of criteria and 90% per capita, and in the coming months there will be an adjustment.
In the final implementation of the design, and when the percentages reach 30% - 70%, will be included among others qualitative criteria and performance indicators that are currently being studied by foreign experts with whom the HIO has concluded an agreement to this end. According to the GHS's initial planning, these will include the participation of doctors in disease prevention programs.
The next meetings of HIO and doctors are expected to take place next week, as it has been officially announced that the change in the way personal doctors are compensated will begin from June 1st.
In the meantime and from the moment that the whole process is now being led to be implemented, at the beginning of the week, the HIO informed all personal doctors that "in view of the renewal of the contracts for the provision of health care services of a personal doctor from June 1, 2022 and the introduction of performance indicators and other criteria that will concern the remuneration of PDs, the application of shadow remuneration of PDs, which was applied since January 2022 and concerned the issuance of referrals to specialists, is suspended for the months of April and May 2022".
