REVISED COUNTRY CATEGORIES 14 April to 17 April before new action plan starts operation

Following a decision of the Council of Ministers since 21 February 2022, the new Action Plan for the smooth conduct of flights and the operation of airports has been implemented. The Epidemiological Surveillance Unit of the Ministry of Health has reassessed the epidemiological picture of the various countries with regard to the COVID-19 disease. The Ministry announces that Jordan has been reclassified from the red to the green category.

The categorisations of States shall apply for the travel purposes of unvaccinated passengers or passengers who do not hold a valid vaccination or recovery certificate and shall include three categories of risk areas with the following colour code: green, red and grey. Countries not listed below are considered to be included in the Grey Category (Special Permit).

For the Member States of the European Union, EEA (Iceland, Liechtenstein, Norway) and Switzerland, their classification is based on the categorisation by the European Centre for Disease Prevention and Control (ECDC). It is noted that the Green and Orange category of this, corresponds to the following Green Category and the Red and Deep Red of this, corresponds to the following Red Category.

As regards third countries (Egypt, Armenia, Georgia, United Arab Emirates, United States of America, United Kingdom, Jordan, Israel, Canada, Qatar, Kuwait Belarus, Lebanon, Bahrain, Oman, Ukraine, Russia, Saudi Arabia, Serbia) and also those additional countries included in the updated list of the European Council Recommendation (EU) 2021/89, on the gradual abolition of temporary restrictions on non-essential travel to the EU, these are epidemiologically evaluated by the Ministry of Health and are classified into Green and Red categories.

The following categorization of countries, based on the epidemiological risk assessment, is extremely dynamic and can be differentiated at any time, as the pandemic evolves and the epidemiological data change. To this end, new data will be announced and the list of countries will be updated frequently.

Passengers who have not been vaccinated or do not hold a valid vaccination or recovery certificate, regardless of nationality, will be able to travel and enter the Republic of Cyprus, from any state of departure, provided that they meet the requirements of the respective category, in which the state from which they are travelling has been categorized, such as a laboratory test or an obligation to self-quarantine/quarantine or issue a special permit. Vaccinated or recovered passengers, regardless of nationality, will be able to travel and enter the Republic of Cyprus, from any state of departure, without being obliged to meet the requirements of the respective category in which the state from which they are travelling has been categorized, such as a laboratory test or obligation to self-quarantine/quarantine or issue a special permit, provided that they meet the conditions set out in the following: Link:

Green Category Countries – Low-risk countries at this stage

Red Category Countries – Countries at increased risk compared to Green Category countries

It is noted that the above country categorization will be valid from April 14, 2022 until 17/04/2022 23:59:59.

It is noted that the new Action Plan for the smooth conduct of flights and the operation of airports enters into force on 18/04/2022.

It is emphasized that all passengers, regardless of country categoryincluding people holding a valid vaccination certificate, must submit an application to the CyprusFlightPass within 48 hours prior to the departure of their flight. In addition, for the purpose of safeguarding Public Health and supervising the epidemiological picture, the Ministry of Health may carry out random laboratory molecular testing of COVID-19 on passengers (including people holding a vaccination certificate) of selected flights.
