The contacts of the Union of Municipalities with the Ministries of Interior and Finance begin this week, in order to coordinate all stakeholders, so that the transition of the 20 new Municipalities that were created to the new administration regime that will apply from May 2024 can proceed smoothly.
In the meeting, which is expected to be attended by the general directors of the two ministries, the process and actions will be launched to bring about the changes that will allow the implementation of the legislation recently passed by the Parliament.
The president of the Union of Municipalities, Andreas Vyras, asked about it by "F", said that with hard work, the new schemes will be ready to meet their new upgraded role.
As provided by law, until the date of establishment of the new municipalities, Common Affairs Management Councils are established and operate. In these necessarily participate the mayors and / or communes of the municipalities and / or communities that were united. During the meetings of the councils, the municipal secretaries of the municipalities and/or the secretaries of the communities (without the right to vote) are present to provide administrative assistance and technical support to them.
The Joint Affairs Management Boards are responsible for:
-The preparation and approval of the budget of the new municipality.
-The preparation and approval of the organizational chart and staffing, as well as the preparation of all kinds of issues related to the organization and operation of each new municipality.
-The provision by municipalities to citizens of common services, after the consent of the Central Advisory Committee.
-The confrontation of any issue related to the transition of municipalities and / or communities that were merged, to single municipalities.
President of the Joint Affairs Management Council is the mayor of the seat of the proposed new municipality, as defined in the relevant articles of the legislation, and the seat of each Joint Affairs Management Council is the seat of the newly formed municipality.
For the purpose of implementing the above, a Central Advisory Committee is established consisting of the Permanent Secretary of the Ministry of Interior or his representative as president, the Director General of the Ministry of Finance or his representative, the President of the Union of Cyprus Municipalities or his representative and the President of the Union of Cyprus Communities or his representative.
