LEGAL FRAMEWORK FOR PHOTO-LABELLING CAMERAS TO BE VOTED ON

The Parliamentary Committee on Transport on Thursday continued and almost concluded the discussion of the two bills and regulations on photo-labelling cameras, in order to establish the legal framework and put the system into operation on October 25, as provided for in the contract with the contractor of the project, said the President of the Commission Marinos Mousiouttas.

In a statement after the session, Mr. Mousiouttas said that the clarifications requested by the MPs from the various departments had been given, views were exchanged and the Committee will implement the timetable it set and before October 25 the legislation will be before the Plenum of the House to be voted, so that the implementation of the system can proceed smoothly, piloted, which aims to prevent and reduce accidents occurring on Cypriot roads.

Although one would say that photo-tagging cameras bring revenues for the state with fines, what it really offers is to push drivers to be more careful to avoid more blood on the asphalt, remarked Mr. Mousiouttas, adding that this is the goal of the Transport Committee and that is why it looked at the bills as a matter of priority.

He explained that in the next session of the Committee the legislation will be put forward for placement and the required procedure will be followed so that in the next fortnight it will be before the Plenum of the House.

In response to a question about the procedure to be followed in the service of the extrajudicial, he said that as far as the procedures are concerned, there is a signed contract. He recalled that the first attempt to install photo-tagging cameras was made in 2006, he added that problems occurred and after 15 years their installation was restored.

He went on to say that the members of the Committee expressed views on the issue of performance and expressed the personal opinion that it is better to start the pilot operation of the system and in the process to examine the way of performance and the possibility of doing it by modern electronic means.

As regards the contract with the contractor for the project, the President of the Transport Committee said that this also includes the service of extrajudicial documents. He clarified that the conclusion of the contract preceded the submission of the legislation to the Parliament and that is why the Committee will recommend to the executive that the appropriate way is to first enact the legislation and then within the framework of the legislation to conclude the contracts.

He also pointed out that if the legislation is not passed before 25 October, which on the basis of the contract with the contractor begins the implementation of the system, compensation may be required.
