BAN FOR PREVENTING THE SPREAD OF AN INDIAN MUTATION

Prohibitions were introduced by decree of the Minister of Health, aimed at preventing the spread of the Indian mutation in Cyprus. In this context, the arrival and/or entry into the Republic of any person who, during the last 14 days prior to his arrival in the Republic, either resided or passed through the territory of India, regardless of whether he holds in force an entry permit and/or a residence permit in the Republic, with some exceptions. 


Analytically the decree of the Minister of Health:

The Minister of Health, exercising the powers conferred on him by Article 6(a), (b), (c), (d), (e) and (g) of the Infectious Disease Act, Cap. 260 and which were assigned to him by the Decision of the Council of Ministers dated 3 March 2021, adopts the following Decree:

Since the protection of public health and the health care system are the responsibility of the Republic and due to the need arising from epidemiological data to limit the spread of COVID-19 coronavirus disease, to protect public health, but also to prevent the possible collapse of the health system from spreading the virus, taking into account the human resources and logistical requirements necessary to deal with the spread of the virus, and

Because by Notification published in the Official Journal of the Republic, with the authorization of the Council of Ministers, the Minister of Health declared as contaminated local areas with the Coronavirus COVID-19 under Article 4 of the Infectious Disease Act, Cap. 260, the Provinces of Nicosia, Limassol, Larnaca, Famagusta and Paphos, and Ammochostos.

Because, due to the lack of need arising from epidemiological data for the protection of public health, to address the spread of COVID-19 Coronavirus and taking into account that the vaccination programme for COVID-19 disease is progressing at a satisfactory pace and that by 13 June 2021, 59.3% received the first dose of the vaccine and 40.1% completed the vaccination scheme, while at the same time, between 7 June 2021 and 13 June 331 cases were recorded, while the average number of patients hospitalized daily ranges between 30 and 40 patients per day and given that during the above period 5 deaths of patients with a final cause of death covid-19 were recorded, and that the positivity rate of diagnostic tests for COVID-19 , ranges close to 0.2%, the following Regulations apply for the Provinces of Nicosia, Limassol,  Larnaca,  Famagusta and Paphos:

Summary title

1. This Decree shall be referred to as the Infectious Determination (Determination of Measures to Prevent the Spread of COVID-19) Decree (No. 24) of 2021.

2.1 (a) Irrespective of its provisions on Infectious Diseases (Determination of Measures to Prevent the Spread of COVID-19) Decree (No. 20) of 2021, as amended by the Infectious Diseases (Determination of Measures to Prevent the Spread of COVID-19) Decrees (No. 21) to (No. (23) of 2021, due to epidemiological data presented in India concerning a new strain of COVID-19 Coronavirus disease and in order to safeguard public health, the arrival and/or entry into the Republic of any person who, in the last 14 days prior to his arrival in the Republic, either resided or passed through the territory of India, is prohibited, regardless of whether he holds an entry permit and/or residence permit in force in the Republic, with the exception of: 

(i) Cypriot citizens and members of their families (their foreign spouses and minor children);

(ii) citizens of the Member States of the European Union, the European Economic Area (Iceland, Liechtenstein, Norway) and Switzerland, and

(iii) third-country nationals who are demonstrably exclusively domiciled in the areas under the control of the Republic;

(b) persons falling within categories (i) to (iii) are required to comply with all of the following conditions: (i) either carry out a laboratory test for COVID-19 disease with a negative indication with sampling carried out within 72 hours prior to departure;

to the Republic and present relevant evidence, or undergo a laboratory examination on arrival in the Republic, the costs of which they themselves cover:

Provided that persons under 12 years of age are not required to undergo a laboratory examination, (ii) they are transferred to hotels and/or tourist accommodations with which the State Department of Tourism has contracted to which they remain under a mandatory restriction regime for a period of 10 days from the date of their arrival and the date of their arrival is calculated as day '0':

It is understood that the cost of transporting and staying in such accommodation is borne by the Republic,

(iii) undergo a laboratory examination on the 10th day following the date of arrival, the cost of which shall be borne by the Republic and any persons having a negative effect shall be released from the mandatory restriction regime;

(c) any of the persons authorised to arrive and/or enter in accordance with paragraph (a) shall be positively diagnosed, either by the laboratory examination carried out on arrival in the Republic or by the laboratory examination carried out on the 10th day following their arrival, shall remain in a mandatory restriction regime and shall be followed by the relevant medical protocol of the Ministry of Health.

3. This Decree shall enter into force by its publication in the Official Journal of the Republic.
