EU - THE GOLDEN POINT FOR THE GREEN DIGITAL CERTIFICATE HAS NOT YET BEEN FOUND

The European Parliament, the Council of the EU and the Portuguese Presidency failed yesterday, Tuesday evening, to reach agreement on the Green Digital Certificate regulation.

According to the announcement by the European Parliament's press service, tomorrow, Thursday, the fourth round of EU co-legislation will take place in order to find the right balance in time for the summer season.

European Parliament negotiators insist that a European solution must be found for free diagnostic tests "as a means of restoring the fundamental right of EU citizens to free movement and for non-discrimination against those who have not been vaccinated". The European Parliament proposes the use of the Emergency Support instrument and the allocation of significant resources to ensure accessible, timely and free tests. The European Parliament points out that this is not the first time that the Emergency Support Instrument will be used for the pandemic, as €3.5 billion has been used to support the pandemic. €46 million was allocated for the purchase of vaccines against covid19 (Preliminary Market Agreements) and €46 million was allocated for the preparatory work of the Green Digital Certificate.

As the agreement on the 'Covid19 Certificate' is urgent, the European Parliament proposes the implementation of the urgent procedure in order to approve the use of the Emergency Support Instrument, together with the Regulation on the Covid19 Certificate, at the June plenary session.

During the third round of negotiations yesterday, Tuesday, evening, the European Parliament tabled a compromise proposal containing changes on test costs and restrictions on free movement.

It is recalled that the European Green Digital Certificate will prove that the holder who wants to travel has had the vaccine against covid19, has a negative test or has antibodies to the coronavirus.
