NEW CORONAVIRUS MEASURES ANNOUNCED

The Minister of Health, Konstantinos Ioannou announced the new restrictive measures to end the coronavirus pandemic.

Mr. Ioannou presented at a press conference the extraordinary measures decided by the Council of Ministers, in the conference room of the Nicosia General Hospital.

A. Extraordinary Measures in Cyprus Scale with effect from 30/11/2020 (01.00am) to 13/12/2020 (midnight)

1. Curfew between 21.00 p.m. to 05.00 a.m. except in the following cases:

(i) Transition to and from workplaces, as well as for work purposes using the Employee Traffic Certificate Form;

(ii) going to a medical centre or hospital or pharmacy or veterinarian for medical emergencies;

(iii) movement of hunters to and within non-prohibited hunting areas, as defined in the Protection and Management of Wild Birds and Game Laws of 2003 to 2017, from 03.00 a.m. only on permitted hunting days (it is understood that they must carry the hunting licence with them for control purposes).

2. Up to 10 persons may be present in homes, including minor children.

3. Congregation and other forms of religious worship in religious places, as well as religious ceremonies, shall be performed with a maximum number of persons of 75 persons and subject to the guidelines of the Ministry of Health.

4. Religious ceremonies (weddings, baptisms, funerals) with a maximum number of 10 persons are allowed.

5. It is forbidden to hold meals /dinners and any other events for weddings and christenings (in addition to an event in a house with a maximum number of 10 persons including minor children)

6. Visits to hospitals, clinics, medical and diagnostic centres shall be prohibited.

7. the operation of all dining areas (restaurants, taverns, cafes, pubs, snack bars and bars, cafes and dining areas within canteens and/or sports groups, cultural groups, clubs, clubs, etc.) with the exception of their services relating to home distribution and take away until 19.00 p.m. (After 19.00 p.m. only home distribution is allowed).

Please note that dining areas within hotels and tourist accommodations may be open until 22:30 p.m. only to serve those who stay overnight in these hotels/tourist accommodations.

In addition, restaurants are allowed to operate at the Airports of the Republic of Cyprus.

8. Public transport will operate at 50% of its capacity.

9. Gyms are suspended.

10. The operation of gambling and betting businesses shall be suspended.

11. Casinos are suspended.

12. Suspension of the operation of swimming pools excluding the use by persons with disabilities for therapeutic exercise or for training of up to 4 persons, including the coach.

13. Gyms, swimming pools and spas as well as dining areas within hotels and tourist accommodations may only be operated to serve persons staying overnight in such hotels/tourist accommodations (dining areas within hotels and tourist accommodations may only be open until 22:30).

14. The Ports of the Republic of Cyprus will operate only for commercial transactions and activities. Cruise ship passengers are prohibited from disembarking. (Cyprus)

15. Sports:

(a) Suspension of training sessions and sporting events for persons under 18 years of age

(b) suspension of training sessions and sporting events, with the exception of first, second and third division championships and national team matches.

(c) suspension of the operation and use of organised sports facilities, except in the following cases:

(i) the operation of open sports facilities solely for use by persons or groups of up to four (4) persons, including the coach and without the presence of spectators;

(ii) the operation of sports facilities for training and competitions, without the presence of spectators, for the championships of the first, second and third division teams and national teams.

16. Prohibition of all group sports and social activities for children under 18 years of age, including football, dance, theatre, swimming in swimming pools, martial arts, etc.

17. Gatherings in public places (parks, squares, dams, excursion areas, beaches, pedestrian streets and marinas, etc.) are prohibited, provided that they do not exceed two persons, with the exception of the minor children of the parents who play sports.

18. The Courts shall continue to operate, on the basis of relevant guidelines of the Supreme Court, in consultation with the Ministry of Health.

19. Prohibition of mass or other events, gatherings in public or private places (Christmas villages, bazaars, other than those organized in amphitheatres/theatres and governed by sanitary protocols;

20. In services of both the private and public sectors serving the public, For the service of the public the physical presence in the space of 1 person per 8 sq.m. and only after arranging an appointment (where applicable)

21. The popular markets will operate at 50% occupancy and 1.5 metres between persons under a protocol

22. Suspension of children's playgrounds, amusement parks and theme parks

23. Suspension of the operation of the campgrounds.

24. Prohibition of demonstrations.

A.2 Clarifications on the restrictive measures in force for the Limassol and Paphos Provinces and their reactivation on a cyprus basis:

1. The Ban on the movement of persons to and from the Provinces of Limassol and Paphos as well as between the two Provinces is lifted

2. The retail trade of super-stores and department stores as well as large shops is permitted, with a restriction on the physical presence of the serviced (1 person per 10sqm with a maximum number of simultaneous physical presence.)

3. Operation of beauty and tattoo centers.

4. Hairdressing operation.

5. Operation of Driving Schools.

6. Operation of archaeological sites, museums, historical sites.

7. The operation of outdoor and closed theatres, theatres and cinemas indoors and outdoors with occupancy at 50% of their capacity.

8. Operation of shopping centres (1 person per 10sqm with maximum number of simultaneous physical presence.)

9. Gallery function, galleries, art exhibitions.

B. Cyprus measures to enter into force from 14 December 2020 to 7 January 2021, provided that the epidemiological picture so permits:

B.1 The following measures shall be restored/differentiated:

1. The prohibition on the movement of persons at 23.00 p.m. until 05.00 a.m. shall be lifted except in cases of travel to and from workplaces, the transition of a medical centre or a hospital or a pharmacy or a veterinarian for medical emergencies and the movement of hunters to and from non-prohibited hunting areas from 03.00 a.m. only during the permitted hunting days.

Exception on, 25/12 (Christmas Eve), 1/01 (New Year's Eve), where the travel ban varies from 02.00pm to 06.00am

2. The prohibition of the presence and gathering of more than 10 persons in homes shall remain

Exception on, 23/12 to 1/01 up to 15 persons

3. Restore the operation of the dining areas until 22.30 p.m. (strict condition that the service is done exclusively in table seats, reservations of more than six persons, a maximum of 75 persons indoors and 150 outdoors are not allowed subject to compliance with the measure of one person per 3 sq.m. minimum for indoors and 2 sq.m. minimum for outdoor areas , in compliance with the guidelines of the Ministry of Health).

Exception of Christmas Eve and New Year's Eve 12.30am

4. Gambling and betting businesses shall be reopened.

5. The operation of the casinos is re-opened.

6. Restrictions on the functioning of the Courts shall remain, on the basis of relevant guidelines of the Supreme Court, in consultation with the Ministry of Health.

7. Restrictions on public transport remain at 50% of their capacity.

8. Restrictions remain on both private and public sector services serving the public, For public service the physical presence will be allowed in the space of 1 person per 8 sq.m. and only by arranging an appointment (where applicable)

9. Restrictions on popular markets remain will operate with 50% occupancy and 1.5 m between persons under protocol

10. The operation of open-air and closed theatres, theatres and cinemas in indoor and outdoor areas remains with occupancy at 50% of their capacity.

11. Prohibition of mass or other events, gatherings in public or private places (Christmas villages, bazaars, other than those organized in amphitheatres/theatres and governed by sanitary protocols;

12. Suspension of children's playgrounds, amusement parks and theme parks

13. Suspension of the operation of the campgrounds.

14. Prohibition of demonstrations.       

15. Matches may be held in the context of sports leagues without the presence of spectators.

16. Closed and open sports facilities, gyms, dance schools and other types of schools and sports are permitted, without the presence of spectators and without the use of locker rooms.

17. Congregation and other forms of religious worship are permitted in religious places, and religious ceremonies are performed with a maximum number of persons of 75 persons and subject to the guidelines of the Ministry of Health.

18. The service of only persons aged 65 and over, as well as persons with disabilities, from pharmacies and the food retail trade, from the time of their start of operation until 09.00 a.m. remains.

19. The maximum number of persons who may attend a wedding and christening lunch and/or dinner shall remain 10 persons. The same will apply to religious ceremonies (weddings, baptisms, funerals).

It should be noted that, on the basis of all the above and the relevant Decrees, those undertakings which have not been suspended, on the basis of the above decisions, remain in operation, strictly in compliance with the health protocols.

The President of the Republic, Nikos Anastasiades, chaired a meeting of the Council of Ministers. It was preceded by a meeting with the Scientific Advisory Committee, chaired by the President of the Republic, where the updated data of the epidemiological picture for each province were presented.
